Elli yedi devlet olarak bu co\u011frafyada te\u015fkilatlanm\u0131\u015f olan M\u00fcsl\u00fcmanlara ilaveten, be\u015f k\u0131tada az\u0131nl\u0131k olarak ya\u015fayan M\u00fcsl\u00fcmanlar da bu say\u0131ya dahildir.<\/p>\n<p>Ancak bu \u00fclkelere \u0130slam D\u00fcnyas\u0131 veya \u0130slam \u00fclkeleri ad\u0131 verilmesi bu devletlerin n\u00fcfuslar\u0131n\u0131n tamamen M\u00fcsl\u00fcmanlardan olu\u015ftu\u011fu anlam\u0131na gelmemektedir. Bilakis \u0130slam d\u00fcnyas\u0131, kahir ekseriyeti te\u015fkil eden M\u00fcsl\u00fcmanlar yan\u0131nda Yahudi, H\u0131ristiyan (S\u00fcryani, K\u0131pti, Maruni, v.b.), Zerd\u00fc\u015ft, Animist, v.d. din mensuplar\u0131n\u0131n da as\u0131rlardan beri bir arada ya\u015fad\u0131\u011f\u0131 toplumlard\u0131r. Hatta bu az\u0131nl\u0131k din mensuplar\u0131n\u0131n \u00e7o\u011funun bu topraklarda M\u00fcsl\u00fcmanlardan \u00f6nce var olduklar\u0131n\u0131 da hat\u0131rlamak yerinde olur.<\/p>\n<p>\u0130slam Devletleri veya \u0130slam \u00dclkeleri ad\u0131 verilen bu toplumlar\u0131n \u201cM\u00fcsl\u00fcman\u201d n\u00fcfusunun daha yak\u0131ndan ele al\u0131nmas\u0131 da konumuz a\u00e7\u0131s\u0131ndan yararl\u0131 olacakt\u0131r. \u0130slam D\u00fcnyas\u0131ndaki gayr- M\u00fcslim n\u00fcfus d\u0131\u015f\u0131nda kahir ekseriyeti te\u015fkil eden M\u00fcsl\u00fcmanlar\u0131n bir k\u0131sm\u0131n\u0131n sadece k\u00fclt\u00fcrel bir kimlik olarak bu s\u0131fat\u0131 ta\u015f\u0131d\u0131klar\u0131n\u0131, hatta az\u0131msanmayacak bir kesimin \u201cM\u00fcsl\u00fcman\u201d kimli\u011fini kabul etmediklerini, kendilerini bu kimli\u011fin d\u0131\u015f\u0131nda ba\u015fka kimliklerle tan\u0131mlad\u0131klar\u0131n\u0131 \u00f6ncelikle dikkatlere sunmakta yarar vard\u0131r. \u00d6te yandan kendilerini M\u00fcsl\u00fcman olarak tan\u0131mlayanlar\u0131n tamam\u0131n\u0131n da birbirlerini M\u00fcsl\u00fcman olarak g\u00f6rmediklerini, zira M\u00fcsl\u00fcmanlar aras\u0131nda di\u011ferlerini M\u00fcsl\u00fcman olarak g\u00f6rmeyen az\u0131msanmayacak kesimlerin bulundu\u011funu; mezhep, me\u015frep, bak\u0131\u015f a\u00e7\u0131s\u0131 veya yorum fark\u0131 sebebiyle kendisi gibi d\u00fc\u015f\u00fcnmeyen M\u00fcsl\u00fcmanlar\u0131 \u00f6tekile\u015ftirme, d\u0131\u015flama, tekfir etme, dalalet ve sap\u0131kl\u0131kla itham etme e\u011filiminin olduk\u00e7a yayg\u0131n ve hafife al\u0131namayacak kadar g\u00fc\u00e7l\u00fc oldu\u011funu da bilmek gerekir.<br \/>\nToplumsal planda g\u00f6r\u00fclen bu durumun benzerini \u0130slam devletleri aras\u0131nda da g\u00f6rmek m\u00fcmk\u00fcnd\u00fcr. Nitekim genel olarak Bat\u0131 yanl\u0131s\u0131 \u0130slam \u00fclkeleri ile, Bat\u0131 kar\u015f\u0131t\u0131 \u0130slam \u00fclkeleri aras\u0131ndaki gerilim ve \u00e7at\u0131\u015fmalar, keza mezhep farkl\u0131l\u0131\u011f\u0131ndan dolay\u0131 g\u00f6r\u00fclen husumet ve d\u00fc\u015fmanl\u0131klar herkesin malumudur. Hem siyasi hem de mezhep farkl\u0131l\u0131\u011f\u0131n\u0131n rol oynad\u0131\u011f\u0131 husumet ve d\u00fc\u015fmanl\u0131\u011f\u0131n en iyi bilinen \u00f6rne\u011fi ise ku\u015fkusuz \u0130ran ile Suudi Arabistan\u2019\u0131n birbirlerine bak\u0131\u015flar\u0131nda g\u00f6r\u00fclebilir. Ve nihayet M\u00fcsl\u00fcman kimli\u011fine sahip \u00e7\u0131kanlar i\u00e7erisinde bile, \u00fclkesinin di\u011fer \u0130slam \u00fclkelerinden ziyade, yabanc\u0131 \u00fclkelerin, \u00f6zellikle de \u0130slam \u00fclkelerini fiilen s\u00f6m\u00fcren ve i\u015fgal eden \u201cyeni koloniyalizm\u201d d\u00fczeni ile i\u015fbirli\u011fi yapmas\u0131 gerekti\u011fini savunan ve bunun i\u00e7in \u00e7aba sarf edenler de vard\u0131r. O halde burada d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k a\u00e7\u0131s\u0131ndan teo-politik bir analize tabi tutmaya \u00e7al\u0131\u015faca\u011f\u0131m\u0131z \u0130slam D\u00fcnyas\u0131n\u0131n, sadece M\u00fcsl\u00fcmanlardan m\u00fcte\u015fekkil, homojen ve \u201c\u00dcmmet\u201d kavram\u0131 \u00e7er\u00e7evesinde de\u011ferlendirilebilecek bir yap\u0131 arz etmedi\u011fini bilerek i\u015fe ba\u015flayabiliriz.<\/p>\n<p><strong>D\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k ( Being Dependent on the Foreign Contries \u2013 \u0627\u0644\u062a\u0628\u0639\u064a\u0629 ) &#8211; \u0627\u0644\u0627\u0639\u062a\u0645\u0627\u062f \u0639\u0644\u0649 \u0627\u0644\u062f\u0648\u0644 \u0627\u0644\u0623\u062c\u0646\u0628\u064a\u0649\u0629 <\/strong><\/p>\n<p>D\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k, siyasi, ekonomik, teknolojik, askeri v.b. \u00e7e\u015fitli alanlarla ilgili olarak kullan\u0131lan yeni bir kavram olsa da, i\u00e7erik olarak \u0130slam medeniyeti tarihinde de ondan \u00f6ncesinde de \u015fu veya bu \u00f6l\u00e7\u00fcde bilinen bir husustur. Mamafih \u00f6zellikle k\u00fcreselle\u015fme kavram\u0131n\u0131n ortaya at\u0131lmas\u0131ndan sonra giderek daha yayg\u0131n bir \u015fekilde, ama farkl\u0131 bi\u00e7imlerde kullan\u0131lan kavram\u0131n i\u00e7eri\u011fi konusundaki mu\u011flakl\u0131\u011f\u0131 ve bunun yol a\u00e7aca\u011f\u0131 kafa kar\u0131\u015f\u0131kl\u0131\u011f\u0131n\u0131 gidermek i\u00e7in, yapmaya \u00e7al\u0131\u015faca\u011f\u0131m\u0131z analiz ba\u011flam\u0131nda bu kavramdan bizim neyi anlad\u0131\u011f\u0131m\u0131z\u0131 ve neyi kastetti\u011fimizi ortaya koymam\u0131zda da yarar vard\u0131r.<\/p>\n<p>\u00d6ncelikle belirtelim ki \u201cd\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k\u201d ifadesindeki \u201cd\u0131\u015f\u201d ile genel olarak sanayile\u015fmi\u015f, ekonomik olarak geli\u015fmi\u015f, askeri olarak g\u00fc\u00e7l\u00fc, k\u00fclt\u00fcrel olarak dominant, ama ayn\u0131 zamanda s\u00f6m\u00fcrgeci, i\u015fgalci ve istilac\u0131 \u201cBat\u0131\u201dy\u0131 kastediyoruz; yoksa her bir \u0130slam \u00fclkesinin di\u011fer \u0130slam \u00fclkeleriyle olan ili\u015fkisi ba\u011flam\u0131nda bir \u201cd\u0131\u015f\u201dtan s\u00f6z etmiyoruz. Klasik \u0130slami literat\u00fcrdeki kavramlar\u0131 kullanacak olursak, burada kulland\u0131\u011f\u0131m\u0131z \u201cd\u0131\u015f\u201d, \u201ck\u00fcffar\u201d ya da \u201cehl-i k\u00fcfr\u201d kavramlar\u0131na denk d\u00fc\u015fen ve bu kavramlar\u0131n kapsam\u0131na giren \u00fclkelerdir. Sovyet blo\u011funun da\u011f\u0131lmas\u0131ndan \u00f6nce \u0130slam \u00fclkeleri biri \u201c Bat\u0131 (Avrupa ve ABD)\u201d di\u011feri \u201cDo\u011fu (SSCB \u2013 \u00c7in) olmak \u00fczere iki k\u00fcresel g\u00fc\u00e7 oda\u011f\u0131na ba\u011f\u0131ml\u0131 iken, Sovyet blo\u011funun da\u011f\u0131lmas\u0131ndan sonra Do\u011fu\u2019ya ba\u011f\u0131ml\u0131l\u0131k s\u0131n\u0131rl\u0131 bir hale gelmi\u015f, buna mukabil Bat\u0131\u2019ya olan ba\u011f\u0131ml\u0131l\u0131k alan\u0131 geni\u015flemi\u015ftir. \u201cBa\u011f\u0131ml\u0131l\u0131k\u201da gelince, burada siyasi, ekonomik ve askeri olarak her bir \u0130slam \u00fclkesinin kendi h\u00fcr iradesiyle di\u011fer \u00fclkelerle kurdu\u011fu ili\u015fkilerin gere\u011fi olan bir ba\u011f\u0131ml\u0131l\u0131ktan s\u00f6z etmedi\u011fimizi vurgulamak gerekir. Bir anlamda \u201cn\u00f6tr\u201d ya da \u201cm\u00fcspet\u201d nitelikte adil bir ili\u015fki bi\u00e7iminden s\u00f6z etmedi\u011fimizi s\u00f6yleyebiliriz. Zaten bu t\u00fcr bir ili\u015fki bi\u00e7imi tarihin her d\u00f6neminde ve her co\u011frafyada g\u00f6r\u00fclen normal bir ili\u015fkidir. Elbette bu t\u00fcr adilane ili\u015fkiler sonucunda taraflar\u0131n birbirlerini etkilemesi ve birbirinden etkilenmesi daima s\u00f6z konusu olmu\u015ftur.<\/p>\n<p>Ancak bu kar\u015f\u0131l\u0131kl\u0131 etkile\u015fimin iki tarafl\u0131 olmaktan \u00e7\u0131k\u0131p tek tarafl\u0131 bir ili\u015fkiye, hatta daha da ileri giderek bir dayatmaya veya tahakk\u00fcme d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fc durumlar da s\u00f6z konusudur. \u0130\u015fte siyasi, ekonomik, askeri veya k\u00fclt\u00fcrel olsun \u00e7e\u015fitli alanlarda \u0130slam \u00fclkelerinin \u201cBat\u0131\u201d ile olan ili\u015fkilerinde, kendisinin s\u00f6z ya da inisiyatif sahibi ol(a)mad\u0131\u011f\u0131, g\u00f6r\u00fcn\u00fcrde adilane ikili ya da \u00e7ok tarafl\u0131 bir ili\u015fki gibi g\u00f6r\u00fcnse de ger\u00e7ekte kabul veya ret imkan\u0131n\u0131n veya alternatiflerden birini \u00f6zg\u00fcrce tercihin s\u00f6z konusu olmad\u0131\u011f\u0131 durumlar, daha da basitle\u015ftirerek s\u00f6ylemek gerekirse, \u201cbask\u0131\u201d, \u201ctahakk\u00fcm\u201d ve \u201cdayatma\u201d \u015feklini alan ba\u011f\u0131ml\u0131l\u0131k durumlar\u0131 bu analizde kulland\u0131\u011f\u0131m\u0131z \u201cba\u011f\u0131ml\u0131l\u0131k\u201d kapsam\u0131nda de\u011ferlendirilecektir. K\u0131saca bizim ba\u011f\u0131ml\u0131l\u0131ktan kast\u0131m\u0131z n\u00f6tr ya da m\u00fcspet anlamda bir ba\u011f\u0131ml\u0131l\u0131k de\u011fil, \u201cmenfi\u201d manada bir ba\u011f\u0131ml\u0131l\u0131kt\u0131r. Bundan sonra \u201cd\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k\u201d i\u015fte bu menfi anlam\u0131 \u00e7er\u00e7evesinde kullan\u0131lacakt\u0131r.<\/p>\n<p><strong>Analize Giri\u015f : Bir Malumun \u0130lam\u0131<\/strong><\/p>\n<p>Hali haz\u0131rda \u0130slam \u00fclkelerinin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n siyasi, askeri, ekonomik , teknolojik ve k\u00fclt\u00fcrel alanlarda d\u0131\u015fa ba\u011f\u0131ml\u0131 oldu\u011fu hemen herkesin malumudur. Bunlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 Bat\u0131\u2019ya ba\u011f\u0131ml\u0131 iken, di\u011fer bir k\u0131sm\u0131 Rusya, \u00c7in, Hindistan gibi Do\u011fu \u00fclkeleriyle ili\u015fki i\u00e7erisinde bulunmakta, bir ba\u015fka k\u0131sm\u0131 da Do\u011fu-Bat\u0131 ile olan ili\u015fkilerini denge konumunda tutmaya \u00e7al\u0131\u015fmaktad\u0131r. Arap d\u00fcnyas\u0131nda bu tabloyu ifade etmek i\u00e7in genellikle \u201cmihveru\u2019l-i\u2019tidal (Il\u0131ml\u0131lar ekseni) \u201d ve \u201cmihveru\u2019l-mukaveme (Direni\u015f Ekseni ) \u201d \u015feklinde bir ayr\u0131ma da ba\u015fvurulmaktad\u0131r. Mihveru\u2019l-\u0130\u2019tidal ( \u0645\u062d\u0648\u0631 \u0627\u0644\u0627\u0639\u062a\u062f\u0627\u0644 ) nitelemesi, Suudi Arabistan, T\u00fcrkiye, \u00dcrd\u00fcn, Katar, Kuveyt, Birle\u015fik Arap Emirlikleri ve Ma\u011frib(Fas) gibi Bat\u0131 yanl\u0131s\u0131 ve \u2013 T\u00fcrkiye gibi \u2013 NATO \u00fcyesi \u00fclkeler i\u00e7in kullan\u0131l\u0131rken ; mihveru\u2019l-mukaveme ( \u0627\u0644\u0645\u0642\u0627\u0648\u0645\u0629 \u0645\u062d\u0648\u0631 ) nitelemesi \u0130ran, Suriye, Sudan gibi Bat\u0131 kar\u015f\u0131t\u0131 politikalar izleyen ve daha ziyade \u00c7in ve Rusya yan\u0131nda baz\u0131 Latin Amerika \u00fclkeleri ile s\u0131k\u0131 ili\u015fkiler geli\u015ftiren \u00fclkeler i\u00e7in kullan\u0131lmaktad\u0131r. Tabii bu iki kategoride de\u011ferlendirilmesi tam olarak m\u00fcmk\u00fcn olmayan ve dolay\u0131s\u0131yla \u201c ba\u011flant\u0131s\u0131zlar\u201d kavram\u0131na daha yak\u0131n duran baz\u0131 \u0130slam \u00fclkeleri de yok de\u011fildir. Ama sonu\u00e7ta hemen hemen b\u00fct\u00fcn \u0130slam \u00fclkelerinin \u015fu veya bu k\u00fcresel g\u00fc\u00e7 odaklar\u0131na s\u0131rt\u0131n\u0131 dayamak durumunda kald\u0131klar\u0131 veya bu tercihte bulunduklar\u0131 s\u00f6ylenebilir.<\/p>\n<p>Bu durumu daha da a\u00e7\u0131k ve yak\u0131n bir \u015fekilde g\u00f6steren iki hususa burada i\u015faret etmek hayli yararl\u0131 olacakt\u0131r. \u0130lk g\u00f6sterge ekonomik alanla ilgilidir. \u0130slam \u00fclkelerinin ekonomik alanda d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n en a\u00e7\u0131k g\u00f6stergesi ise \u0130slam \u00fclkelerinin kendi aralar\u0131ndaki ticaret hacminin Bat\u0131 ile yapt\u0131\u011f\u0131 ticaret hacminin yan\u0131nda devede kulak mesabesinde kalmas\u0131d\u0131r. \u00d6te yandan \u00fclkemiz dahil pek \u00e7ok \u0130slam \u00fclkesinin ve bilhassa petrol zengini k\u00f6rfez \u00fclkelerinin gerek hanedanlara ve ki\u015filere ait servetlerinin, gerekse merkez bankalar\u0131n\u0131n alt\u0131n, d\u00f6viz ve k\u0131ymetli ka\u011f\u0131t rezervlerini genellikle Bat\u0131 bankalar\u0131nda bulunmas\u0131 da bu ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n elle tutulur g\u00f6zle g\u00f6r\u00fcl\u00fcr g\u00f6stergeleri aras\u0131nda zikredilebilir.<\/p>\n<p>Bilimsel bilgi ve teknoloji \u00fcretiminde de \u0130slam \u00fclkelerinin \u00e7ok b\u00fcy\u00fck \u00f6l\u00e7\u00fcde Bat\u0131\u2019ya ba\u011f\u0131ml\u0131 olduklar\u0131 bilinen bir \u015feydir. Nitekim \u0130slam \u00fclkelerinin toplam\u0131n\u0131n \u00fcretti\u011fi bilimsel bilgi ve teknolojinin, bu alandaki k\u00fcresel \u00fcretimdeki pay\u0131n\u0131n son derece d\u00fc\u015f\u00fck olmas\u0131, bu sebeple de s\u00fcrekli olarak d\u0131\u015far\u0131dan bilgi ve teknoloji ithal etmek durumunda kalmalar\u0131nda bu durumu a\u00e7\u0131k\u00e7a g\u00f6zlemlemek m\u00fcmk\u00fcnd\u00fcr. Daha vahimi \u0130slam \u00fclkelerinin, \u0130slami ara\u015ft\u0131rmalar alan\u0131nda \u00fcretilen bilimsel bilgi bak\u0131m\u0131ndan dahi Bat\u0131 ile rekabet edemeyecek bir durumda olmas\u0131, s\u00f6z konusu ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n boyutlar\u0131 hakk\u0131nda yeterli bir fikir vermektedir. ( Bu \u00e7er\u00e7evede \u0130ran\u2019\u0131n farkl\u0131 bir konumda oldu\u011fundan s\u0131k s\u0131k bahsedilir. Zira iddialara g\u00f6re \u0130ran sadece n\u00fckleer teknoloji alan\u0131ndaki \u00e7al\u0131\u015fmalar\u0131ndan dolay\u0131 de\u011fil, ayn\u0131 zamanda genetik m\u00fchendisli\u011fi alan\u0131nda da Bat\u0131\u2019dan ba\u011f\u0131ms\u0131zla\u015facak bir d\u00fczeye eri\u015fti\u011fi i\u00e7in bat\u0131 taraf\u0131ndan boy hedefi haline getirilmi\u015ftir).<\/p>\n<p>Hem ekonomi hem de bilim ve teknoloji alan\u0131nda \u0130slam \u00fclkelerinin Bat\u0131\u2019ya, ya da daha geni\u015f anlamda \u201cd\u0131\u015f\u201da ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131 g\u00f6steren bir di\u011fer g\u00f6sterge ise, \u0130slam D\u00fcnyas\u0131n\u0131n kendi \u00fcretimi say\u0131labilecek i\u015f makinalar\u0131, makine yapan makinalar\u0131, u\u00e7ak, tren, kamyon, otob\u00fcs, otomobil ve beyaz e\u015fya markalar\u0131, elektronik e\u015fya ve te\u00e7hizat markalar\u0131, keza silah ve m\u00fchimmat \u00fcretimi a\u00e7\u0131s\u0131ndan son derece yetersiz bir durumda bulunmalar\u0131d\u0131r. (Bu ba\u011flamda mesela Malezya\u2019n\u0131n Proton, \u0130ran\u2019\u0131n da Samand marka otomobil imalat\u0131 giri\u015fimleri varsa da \u0130slam \u00fclkeleri \u0130slam \u00fclkelerinde \u00fcretilen markalara s\u0131rt \u00e7evirip daha ziyade Bat\u0131\u2019da \u00fcretilenleri t\u00fcketme tak\u0131nt\u0131s\u0131n\u0131 terk etmeye pek te istekli g\u00f6r\u00fcnmemektedir.)<\/p>\n<p>Askeri bak\u0131mdan da durum ayn\u0131, hatta daha da ciddidir. Nitekim \u0130slam \u00fclkelerinin pek \u00e7o\u011funun adeta Bat\u0131l\u0131 \u00fclkelerin askeri \u00fcsleri taraf\u0131ndan \u201ci\u015fgal edildi\u011fi\u201d ya da \u201cku\u015fat\u0131ld\u0131\u011f\u0131\u201d , \u00fcstelik bu \u00fcslerin, bulundu\u011fu \u00fclkeleri korumaktan ziyade \u201c\u0130srail\u201d gibi Bat\u0131 \u00e7\u0131karlar\u0131n\u0131n bek\u00e7isi olan \u00fclkeleri savunmak ya da bu ama\u00e7la di\u011fer baz\u0131 \u0130slam \u00fclkelerini \u2013 mesela \u0130ran\u2019\u0131 &#8211; \u201cvurmak\u201d amac\u0131yla konu\u015fland\u0131r\u0131ld\u0131klar\u0131 da bilinen bir \u015feydir. Dolay\u0131s\u0131yla \u0130slam \u00fclkelerinin d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 meselesi tart\u0131\u015f\u0131l\u0131rken, Kur\u2019an ve S\u00fcnnet\u2019te ifadesini bulan \u0130slam ile, tarihi s\u00fcre\u00e7 i\u00e7erisinde bu \u0130slam\u2019\u0131n \u00fcst\u00fcn\u00fc \u00f6rten ve bug\u00fcn de hala geleneksel \u0130slam tasavvurlar\u0131 i\u00e7erisinde k\u00fclt\u00fcrel bir miras \u015feklinde varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcren tortular\u0131n fark\u0131na varmak, sa\u011fl\u0131kl\u0131 bir de\u011ferlendirme yapmak i\u00e7in son derece \u00f6nemli ve gereklidir. Bu durum kar\u015f\u0131s\u0131nda, \u201c\u0130slam nazar\u0131nda d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k\u201d meselesine a\u00e7\u0131kl\u0131k getirebilmek i\u00e7in, \u00f6ncelikle sorulmas\u0131 gereken soru \u201changi \u0130slam ? \u201d sorusu olmal\u0131d\u0131r.<\/p>\n<p><strong>Hangi \u0130slam?<\/strong><\/p>\n<p>Hangi mesele, hangi konu veya hangi soru s\u00f6z konusu olursa olsun \u0130slam\u2019\u0131n yakla\u015f\u0131m\u0131n\u0131n, cevab\u0131n\u0131n veya tutumunun ne oldu\u011fu \u00f6\u011frenmek i\u00e7in yap\u0131lacak bir inceleme-ara\u015ft\u0131rmada esnas\u0131nda \u0130slam\u2019dan bahsederken ne kastetti\u011fimizi a\u00e7\u0131k ve net olarak ortaya koymak, bir medeniyet, k\u00fclt\u00fcr veya gelenek olarak de\u011fil de bizatihi din olarak \u0130slam\u2019dan bahsederken \u00f6zellikle dikkatli olmak ve titiz davranmak gerekir. \u00c7\u00fcnk\u00fc \u0130slam D\u00fcnyas\u0131n\u0131n zaaf noktalar\u0131n\u0131n en \u00f6nemlilerinden birisi, M\u00fcsl\u00fcmanlar\u0131n en iddial\u0131 olduklar\u0131, dolay\u0131s\u0131yla en iyi bildiklerini zannettikleri bir alana, yani \u201c\u0130slam\u201da ili\u015fkin olan\u0131d\u0131r. Zira bilhassa geni\u015f halk kitlelerini etkisi alt\u0131nda bulunduran geleneksel \u0130slam tasavvurlar\u0131, ciddi boyutlarda eksik, yanl\u0131\u015f ve temelsiz bilgilerin yol a\u00e7t\u0131\u011f\u0131 bilgi kirlili\u011fine maruz kalm\u0131\u015f olan, kendi i\u00e7erisinde \u00e7eli\u015fkileri bar\u0131nd\u0131ran, bug\u00fcn\u00fcn de\u011fil ge\u00e7mi\u015fin problemlerini \u00e7\u00f6zmek i\u00e7in ge\u00e7mi\u015f tarihsel \u015fartlarda \u00fcretilmi\u015f olan yorumlara dayanan tasavvurlard\u0131r. Bu bak\u0131mdan g\u00fcn\u00fcm\u00fcz \u0130slam \u00fclkelerinin d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131 \u0130slami perspektiften analiz etmeden \u00f6nce hangi \u0130slam\u2019dan bahsetti\u011fimizi de a\u00e7\u0131kl\u0131\u011fa kavu\u015fturmak gerekir.<\/p>\n<p>Hemen herkesin s\u0131kl\u0131kla dile getirdi\u011fi \u00fczere \u0130slam\u2019\u0131 en genel anlamda, \u201cKur\u2019an ve S\u00fcnnet\u2019te ifadesini bulan ilahi kaynakl\u0131 bir \u00f6\u011freti, hayat\u0131n her alan\u0131n\u0131 ku\u015fatan bir ilkeler ve de\u011ferler manzumesi, bu ilke ve de\u011ferlerin \u015fekillendirdi\u011fi bir d\u00fcnya g\u00f6r\u00fc\u015f\u00fc\u201d olarak tan\u0131mlamak m\u00fcmk\u00fcnd\u00fcr. Ancak bu tan\u0131m\u0131n detaylar\u0131na girildi\u011finde ge\u00e7mi\u015fte oldu\u011fu gibi g\u00fcn\u00fcm\u00fczde de farkl\u0131 yakla\u015f\u0131m ve yorumlar s\u00f6z konusu olmakta, bu farkl\u0131 yorumlar ge\u00e7mi\u015fte f\u0131khi ve kelami mezhepler ya da tarikatlar \u015feklinde tezah\u00fcr ederken, g\u00fcn\u00fcm\u00fczde hem bu tarihi formlar varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmekte, hem de bunlara ek olarak \u00e7e\u015fitli \u0130slami ak\u0131mlar ortaya \u00e7\u0131kmaktad\u0131r. \u0130\u015fte \u201changi \u0130slam ?\u201d sorusu, \u0130slam konusunda eski-yeni farkl\u0131 yakla\u015f\u0131m, yorum ve tasavvurlardan hangisinin bu analizde esas al\u0131naca\u011f\u0131 meselesine a\u00e7\u0131kl\u0131k getirmek amac\u0131yla ortaya at\u0131lm\u0131\u015ft\u0131r. Bu analizde esas alaca\u011f\u0131m\u0131z \u0130slam hakk\u0131nda detaylara gelince i\u015faret etmek istedi\u011fimiz ba\u015fl\u0131ca hususlar \u015funlard\u0131r:<\/p>\n<p>1. Hemen herkes ve her kesim \u0130slam\u2019\u0131n temel kaynaklar\u0131 olarak Kur\u2019an ve S\u00fcnneti esas ald\u0131\u011f\u0131n\u0131 ifade etse de, bu genel ve kabaca kabul\u00fcn de bir tak\u0131m zaaflarla malul oldu\u011funu ku\u015fkusuzdur. Bu zaaflar\u0131n ba\u015f\u0131nda ise Kur\u2019an\u2019\u0131n genelde her bir mezhebin \u00f6n kabulleri \u0131\u015f\u0131\u011f\u0131nda anlama ve yorumlama s\u00fcre\u00e7lerine tabi tutulmas\u0131d\u0131r ki, bunun tabii ve mant\u0131ki en \u00f6nemli, ama o kadar da mahzurlu sonucu Kur\u2019an\u2019\u0131 \u201catomcu \u2013 par\u00e7ac\u0131\u201d bir yakla\u015f\u0131mla anlama ve yorumlama uygulamalar\u0131n\u0131n yayg\u0131nla\u015fmas\u0131d\u0131r. Ge\u00e7mi\u015fte oldu\u011fu gibi g\u00fcn\u00fcm\u00fczde de bu zaafla malul olmayan bir mezhep, me\u015frep, tarikat, cemaat, gurup, ak\u0131m ve hareket bulmak neredeyse imkans\u0131zd\u0131r. Bu par\u00e7ac\u0131 \u2013 atomcu yakla\u015f\u0131m sebebiyle ge\u00e7mi\u015fte oldu\u011fu gibi g\u00fcn\u00fcm\u00fczde de \u0130slami alandaki yorum farkl\u0131l\u0131klar\u0131n\u0131n yol a\u00e7t\u0131\u011f\u0131 u\u00e7urumlar\u0131n kapat\u0131lmas\u0131 da ayn\u0131 \u015fekilde neredeyse imkans\u0131z bir hale gelmi\u015f durumdad\u0131r. Buna ba\u011fl\u0131 olarak ta ge\u00e7mi\u015fte ve g\u00fcn\u00fcm\u00fczde her bir kesim kendisinin ger\u00e7ek ve sahih \u0130slam\u2019\u0131 temsil etti\u011fi, kendi d\u0131\u015f\u0131ndakilerin yanl\u0131\u015f yolda, hatal\u0131, hatta sap\u0131k olduklar\u0131 iddias\u0131n\u0131 ileri s\u00fcrmekten vazge\u00e7memekte, geriye bir ad\u0131m dahi atmamaktad\u0131r. \u0130\u015fte bug\u00fcn bir \u0130slam \u00dcmmeti\u2019nden bahsetmeyi zorla\u015ft\u0131ran en temel sebep din alg\u0131lar\u0131 aras\u0131ndaki farkl\u0131l\u0131klar\u0131n derinle\u015fmesine ve kal\u0131c\u0131 bir hal almas\u0131na yol a\u00e7an bu zihniyet ve metot hatas\u0131d\u0131r.<\/p>\n<p>2. Di\u011fer yandan din-k\u00fclt\u00fcr ayr\u0131m\u0131n\u0131 yap\u0131lmamas\u0131 da \u0130slam konusundaki tart\u0131\u015fmalar\u0131 \u00e7\u0131kmaza sokmakta, bilhassa ge\u00e7mi\u015ften tevar\u00fcs edilip hi\u00e7bir de\u011ferlendirme ve g\u00f6zden ge\u00e7irmeye, sorgulama ve ele\u015ftiriye tabi tutulmadan nesilden nesile aktar\u0131lan geleneksel yorumlar ve bu yorumlara dayal\u0131 \u0130slam tasavvurlar\u0131 da Kur\u2019an ve S\u00fcnnet merkezli bir \u00fcmmet tasavvurundan bahsetmeyi imkans\u0131z k\u0131lmaktad\u0131r.<\/p>\n<p>3. As\u0131rlar boyunca M\u00fcsl\u00fcmanlar\u0131n \u0130slam alg\u0131lar\u0131n\u0131 ve tasavvurlar\u0131n\u0131 belirleyen, Kur\u2019an kadar hatta ondan da fazla &#8211; S\u00fcnnet\u2019le \u00f6zde\u015fle\u015ftirilmi\u015f olan &#8211; \u201chadis rivayet malzemesi \u201c olmu\u015ftur. Di\u011fer yandan S\u00fcnnet\u2019in ana ve temel kayna\u011f\u0131 Kur\u2019an ve ameli-m\u00fctevatir s\u00fcnnetler oldu\u011fu halde bu husus g\u00f6z ard\u0131 edilerek , S\u00fcnnet b\u00fcy\u00fck \u00f6l\u00e7\u00fcde ancak \u00fc\u00e7\u00fcnc\u00fc s\u0131rada yer almas\u0131 m\u00fcmk\u00fcn olan hadis rivayetlerine hasredilmi\u015f, rivayet malzemesiyle s\u0131n\u0131rlanm\u0131\u015f, bu malzemenin b\u00fcnyesinde sa\u011flam olanlar yan\u0131nda \u00e7\u00fcr\u00fck ve as\u0131ls\u0131z olanlar\u0131 da bar\u0131nd\u0131rd\u0131\u011f\u0131 g\u00f6z ard\u0131 edilmi\u015ftir. Bu mesele o kadar m\u00fchimdir ki, \u0130slam d\u00fc\u015f\u00fcncesi ve \u0130slami ilimler gelene\u011findeki ihtilaflar\u0131n ve tart\u0131\u015fmalar\u0131n, hatta kar\u015f\u0131l\u0131kl\u0131 tekfire kadar varan itham ve karalamalar\u0131n \u00e7ok b\u00fcy\u00fck bir k\u0131sm\u0131 pek \u00e7ok zay\u0131f, \u00e7\u00fcr\u00fck, uydurma, ya da daha ihtiyatl\u0131 bir ifade ile problemli rivayet malzemesinin delil ve bilgi kayna\u011f\u0131 olarak kullan\u0131lmas\u0131ndan kaynaklanm\u0131\u015ft\u0131r, hala da kaynaklanmaya devam etmektedir.<\/p>\n<p>4. \u0130slami nasslar\u0131n yorumu meselesinde de benzer bir durum s\u00f6z konusu olup, her kesim ayet ve hadisleri kendi mezhep ve me\u015frebi ve \u00f6n kabulleri \u0131\u015f\u0131\u011f\u0131nda yorumlama yoluna gitmi\u015f ve gerekti\u011finde zorlama yorumlara ba\u015fvurmaktan da ka\u00e7\u0131nmam\u0131\u015ft\u0131r.<\/p>\n<p>5. B\u00fct\u00fcn bunlar\u0131n \u0131\u015f\u0131\u011f\u0131nda denebilir ki ge\u00e7mi\u015fte ve g\u00fcn\u00fcm\u00fczde her e\u011filimden M\u00fcsl\u00fcmanlar, bilhassa geni\u015f halk kitleleri, kendi \u0130slam alg\u0131 ve tasavvurlar\u0131n\u0131 Allah\u2019\u0131n dini \u0130slam ile \u00f6zde\u015fle\u015ftirerek, \u0130slam ad\u0131na hakikati ellerinde bulundurduklar\u0131n\u0131, dolay\u0131s\u0131yla \u0130slam\u2019\u0131n ke\u015ffedilecek bir \u015fey de\u011fil, sadece anadan babadan, hocadan atadan haz\u0131r al\u0131n\u0131p tekrarlanmak suretiyle nesilden nesile aktar\u0131lacak bir emanet oldu\u011funu kabul ede gelmi\u015flerdir ki, bu zihniyet egemen oldu\u011fu s\u00fcrece Kur\u2019an\u2019\u0131n \u00f6\u011fretisinde anlat\u0131lan ve Allah Rasul\u00fc\u2019n\u00fcn hayat\u0131nda \u00f6rneklenen \u00dcmmet\u2019in bug\u00fcn yeniden tekrarlanmas\u0131 m\u00fcmk\u00fcn g\u00f6r\u00fcnmemektedir. Nitekim hal-i haz\u0131rda \u0130slam D\u00fcnyas\u0131n\u0131n birbiriyle iti\u015fip kak\u0131\u015fmas\u0131, \u00e7eki\u015fmesi, dahas\u0131 birbirini yemesi ve hatta bo\u011fazlamakla me\u015fgul olmas\u0131 bu karamsar tespitin iyimserli\u011fe galebe \u00e7almas\u0131na yol a\u00e7maktad\u0131r.<\/p>\n<p><strong>Politik ve Ekonomik G\u00fcnahlar<\/strong><\/p>\n<p>Bu ve benzeri pek \u00e7ok ilmi, fikri, siyasi, k\u00fclt\u00fcrel ve sosyal sebeplerden dolay\u0131 g\u00fcn\u00fcm\u00fczde belli hedefler etraf\u0131nda toplanm\u0131\u015f, asgari m\u00fc\u015ftereklerde birle\u015fmi\u015f \u2013 mesela bir ABD veya AB \u2013 gibi siyasi, ekonomik, askeri ve k\u00fclt\u00fcrel bir yap\u0131lanma olarak bir \u201c\u0130slam \u00dcmmeti\u201d nden bahsetmek pek ger\u00e7ek\u00e7i g\u00f6r\u00fcnmemektedir. Bu noktada s\u00f6z\u00fc edilen her bir kesimin kendisinin hakl\u0131 \u00f6tekinin haks\u0131z oldu\u011funu ileri s\u00fcrmesi de bu sorumlulu\u011fu, daha do\u011frusu bu politik g\u00fcnah\u0131n vebalini y\u00fcklenmekten onlar\u0131 kurtaramayacakt\u0131r. \u00c7\u00fcnk\u00fc yap\u0131lmas\u0131 gereken kimin hakl\u0131 kimin haks\u0131z oldu\u011funu tart\u0131\u015fmaktan ziyade, asl\u0131nda alabildi\u011fince geni\u015f olan ortak payday\u0131 g\u00f6rmeye \u00e7al\u0131\u015fmak, bir ba\u015fka ifadeyle g\u00f6z\u00fcm\u00fcz\u00fc barda\u011f\u0131n bo\u015f taraf\u0131na de\u011fil dolu taraf\u0131na dikmektir. \u00d6te yandan yine yap\u0131lmas\u0131 gereken hakl\u0131-haks\u0131z tart\u0131\u015fmas\u0131na girmeksizin, t\u0131pk\u0131 ABD ve AB \u00f6rneklerinde oldu\u011fu gibi, farkl\u0131l\u0131klara ra\u011fmen bir araya gelebilme becerisini g\u00f6sterebilmek i\u00e7in mevcut ihtilaf, tefrika, taassup ve tekfir k\u00fclt\u00fcr\u00fcyle m\u00fccadele edip, onun yerine ikame etmek \u00fczere bir uzla\u015fma k\u00fclt\u00fcr\u00fc geli\u015ftirmek ve onu egemen k\u0131lmakt\u0131r.<\/p>\n<p>1. \u0130slam D\u00fcnyas\u0131n\u0131n par\u00e7al\u0131 ve dolay\u0131s\u0131yla zay\u0131f bir yap\u0131da kalmas\u0131na yol a\u00e7an ana sebeplerden bir di\u011feri de y\u00f6netici elitlerdir. Bunlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 a\u00e7\u0131k s\u00f6m\u00fcrgecilik d\u00f6neminin sona ermesi akabinde s\u00f6m\u00fcrgecilerin s\u00f6m\u00fcr\u00fcp i\u015fgal ettikleri \u0130slam \u00fclkelerinden \u00e7ekilirken kendi \u00e7\u0131karlar\u0131n\u0131 korumak amac\u0131yla iktidara gelmelerini sa\u011flad\u0131klar\u0131 \u201cyabanc\u0131la\u015fm\u0131\u015f\u201d elitlerdir. Bu elitler kraliyet d\u00fczenlerinde hanedanlar olabildi\u011fi gibi, nispeten demokratik d\u00fczenlerdeki siyasi partiler plan\u0131nda, parti oligar\u015fisi ve lider despotizmi halini alabilmektedir. Sonu\u00e7 itibariyle bu elitler \u00fclkelerinin ve \u00fclkelerinin bir par\u00e7as\u0131 oldu\u011fu \u0130slam D\u00fcnyas\u0131n\u0131n gelece\u011finden ziyade kendi saltanat ve iktidarlar\u0131n\u0131 \u00f6n plana ald\u0131klar\u0131ndan, s\u00fcrekli iktidarda kalabilmek ve tahtlar\u0131n\u0131 koruma alt\u0131na alabilmek i\u00e7in, \u0130slam D\u00fcnyas\u0131n\u0131n aleyhine olup olmad\u0131\u011f\u0131na ald\u0131rmaks\u0131z\u0131n bir\u00e7ok k\u00fcresel ve b\u00f6lgesel d\u0131\u015f g\u00fc\u00e7 odaklar\u0131na ba\u011f\u0131ml\u0131 politikalar izlemekten \u00e7ekinmemektedirler. Hatta bu ama\u00e7la, \u0130slam D\u00fcnyas\u0131na y\u00f6nelik s\u00f6m\u00fcrgeci, i\u015fgalci emeller besleyen, bununla yetinmeyip bir\u00e7ok \u0130slam \u00fclkesini bilfiil s\u00f6m\u00fcren, i\u015fgal ve istila eden, \u0130slam\u2019a ve M\u00fcsl\u00fcmanlara d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 gizlemeyen devletlerle i\u015fbirli\u011fi i\u00e7erisine girmekten dahi geri kalmamaktad\u0131rlar. Bu ald\u0131rmazl\u0131\u011f\u0131n tabii bir sonucu olarak \u00fclkemiz dahil pek \u00e7ok \u0130slam \u00fclkesinin topraklar\u0131n\u0131 bu k\u00fcresel g\u00fc\u00e7lerin askeri \u00fcslerine a\u00e7malar\u0131na ve bu topraklar\u0131n ve \u00fcslerin M\u00fcsl\u00fcmanlara y\u00f6nelik sava\u015f, sald\u0131r\u0131 ve operasyonlar i\u00e7in kullan\u0131lmas\u0131na \u015fa\u015fmamak gerekir.<\/p>\n<p>2. Her ne kadar s\u00f6ylem d\u00fczeyinde \u0130slam\u2019da bir din adam\u0131 s\u0131n\u0131f\u0131 olmad\u0131\u011f\u0131 her f\u0131rsatta dile getirilse, hatta muhalefet partileri, sendikalar, sivil toplum \u00f6rg\u00fctleri gibi te\u015fkilatlanmalar\u0131n olmad\u0131\u011f\u0131 d\u00f6nemde iktidara kar\u015f\u0131 halk\u0131n muhalefetini uleman\u0131n temsil etti\u011fi s\u00f6ylense de, ger\u00e7ekte dini konularda insanlar\u0131n dan\u0131\u015f\u0131p kendi kararlar\u0131n\u0131 verdikleri uzmanlar olmaktan \u00f6teye ge\u00e7erek, onlar\u0131n \u00f6zg\u00fcr tercihlerine \u00e7e\u015fitli \u015fekillerde m\u00fcdahale edebilen, ipotek koyabilen, hatta t\u0131pk\u0131 end\u00fcl\u00fcjans da\u011f\u0131t\u0131r gibi Cennet\u2019i parselleyip da\u011f\u0131tan, Cennet\u2019te y\u00fcksek dereceler ve makamlar ba\u011f\u0131\u015flayan bir din adamlar\u0131 s\u0131n\u0131f\u0131 Emeviler\u2019den bu yana varl\u0131\u011f\u0131n\u0131 daima koruya gelmi\u015ftir. Bilhassa ge\u00e7mi\u015fte \u00e7e\u015fitli \u0130slam devletlerinin, \u00e7a\u011f\u0131m\u0131zda ise ulus devletlerin genel yap\u0131s\u0131 i\u00e7erisinde yer al\u0131p, onun bir par\u00e7as\u0131 haline gelen dini kurumlar \u2013 ge\u00e7mi\u015fte Ba\u015fkad\u0131l\u0131k, Kad\u0131l\u0131k, \u015eeyhu\u2019l-\u0130slaml\u0131k, g\u00fcn\u00fcm\u00fczde ise mesela M\u0131s\u0131r\u2019da el-Ezher, T\u00fcrkiye\u2019de Diyanet, Suudi Arabistan\u2019da Daru\u2019l-\u0130ft\u00e2, \u0130ran\u2019da Mollalar ve Ayetullahlar d\u00fczeni ile di\u011fer \u0130slam \u00fclkelerindeki Evkaf ve Dini\/\u0130slami \u0130\u015fler Bakanl\u0131klar\u0131 \u2013 yukar\u0131dan bu yana anlat\u0131lan par\u00e7alanm\u0131\u015fl\u0131k ve tefrikan\u0131n sorumlusu olan ve bir b\u00fct\u00fcn olarak \u00dcmmetin ve onun bir par\u00e7as\u0131 olan kendi \u00fclkesinin gelece\u011finden ve ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131ndan ziyade, kendi taht ve saltanatlar\u0131n\u0131, hanedan ve oligar\u015filerini, parti ve liderlerini k\u0131saca stat\u00fckolar\u0131n\u0131n gelece\u011fini d\u00fc\u015f\u00fcnen y\u00f6netici tabakalar\u0131 me\u015frula\u015ft\u0131r\u0131c\u0131 bir i\u015flev g\u00f6rmektedirler. Zira genellikle teknolojiyi \u00fcreten ekonomik olarak geli\u015fmi\u015f \u00fclkelere ba\u011f\u0131ml\u0131 olan sanayiciler ve i\u015f adamlar\u0131 \u201cithal ikame\u201d esas\u0131na dayal\u0131 ticari faaliyetlerini s\u00fcrd\u00fcrmek i\u00e7in d\u0131\u015fa ba\u011f\u0131ml\u0131 ekonomik yap\u0131n\u0131n devam\u0131 i\u00e7in y\u00f6netimlerle i\u015fbirli\u011fi halinde \u00e7al\u0131\u015fmakta, bu m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 takdirde y\u00f6netimlere bask\u0131 uygulamakta, bu bask\u0131y\u0131 genellikle r\u00fc\u015fvet, tehdit, \u015fantaj, medya bask\u0131s\u0131 ve d\u0131\u015f g\u00fc\u00e7lerle i\u015fbirli\u011fi gibi gayr-\u0131 me\u015fru ara\u00e7larla yapmaktad\u0131rlar. Bunun yan\u0131nda d\u0131\u015f sermaye \u00e7evreleriyle i\u015f yapma yoluna giden ve spek\u00fclatif kazan\u00e7 pe\u015finde ko\u015fan \u201crantiye\u201d s\u0131n\u0131f\u0131 da bu ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n kal\u0131c\u0131 olmas\u0131 i\u00e7in \u00e7al\u0131\u015fmaktad\u0131rlar.<\/p>\n<p>5. Askeri alanda ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n gerek\u00e7eleri genellikle i\u00e7 ve d\u0131\u015f g\u00fcvenlikle ilgili olmakla beraber, i\u00e7 g\u00fcvenlikle ilgili olan\u0131 daha yayg\u0131nd\u0131r. Nitekim \u00fclkemiz \u015fimdiye kadar Davos\u2019a toplant\u0131lar\u0131n\u0131 hi\u00e7 ka\u00e7\u0131rmazken, buna mukabil \u201cD\u00fcnya Sosyal Forumu\u201d na cumhurba\u015fkan\u0131, ba\u015fbakan ve bakanlar d\u00fczeyinde y\u00fcksek bir temsil ile kat\u0131l\u0131m sa\u011fland\u0131\u011f\u0131n\u0131 ben \u015fahsen hat\u0131rlam\u0131yorum. Sadece y\u00fcksel temsil de\u011fil, d\u00fc\u015f\u00fck profilli bir temsil ile dahi bu toplant\u0131lara \u00fclkemizin adeta s\u0131rt\u0131n\u0131 \u00e7evirmi\u015f olmas\u0131, bu ba\u011f\u0131ml\u0131l\u0131k ele\u015ftirisinin daha da g\u00fc\u00e7lendirmektedir. \u00d6te yandan siyasi, askeri ve ekonomik olarak \u00fclkemizden g\u00fc\u00e7l\u00fc say\u0131lmayan pek \u00e7ok \u00fclkenin ba\u011f\u0131ms\u0131zlar hareketi i\u00e7erisinde yer alm\u0131\u015f olmas\u0131, bu gibi \u00f6rg\u00fctler i\u00e7erisinde yer alman\u0131n de\u011fi\u015ftirilemez bir kader olmad\u0131\u011f\u0131n\u0131 a\u00e7\u0131k\u00e7a g\u00f6stermektedir.<\/p>\n<p><strong>Politik Kadercilik\/Politik Cebriyecilik<\/strong><\/p>\n<p>Bu noktada \u00fclkemizin ve di\u011fer \u0130slam \u00fclkelerinin d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 ile ilgili olarak psikolojik bir izah denemesine giri\u015fmek te fevkalade ayd\u0131nlat\u0131c\u0131 olabilir. Bu konuda ilk anda akla gelebilecek kavram \u201ckazan\u0131lm\u0131\u015f acizlik\u201d kavram\u0131 olabilir. Zira d\u0131\u015fa, bilhassa Bat\u0131\u2019ya ba\u011f\u0131ml\u0131 pek \u00e7ok \u0130slam \u00fclkesi, Bat\u0131\u2019n\u0131n propagandalar\u0131 ve so\u011fuk sava\u015f teknikleri sayesinde d\u00fcnyaya telkin etti\u011fi \u201cBat\u0131\u2019ya kar\u015f\u0131 konamayaca\u011f\u0131 \u00f6n kabul\u00fc\u201d yola \u00e7\u0131karak, ba\u011f\u0131ms\u0131zl\u0131k ve tarafs\u0131zl\u0131k yolunda hi\u00e7bir \u00e7aba harcamaks\u0131z\u0131n, hi\u00e7bir denemede bulunmaks\u0131z\u0131n daha ba\u015flang\u0131\u00e7ta teslimiyet ve ma\u011flubiyeti kabullenmi\u015f olmaktad\u0131r. Halbuki \u015fu anda yery\u00fcz\u00fcndeki b\u00fct\u00fcn devletler Bat\u0131\u2019n\u0131n pe\u015finden gitme durumunda olmad\u0131\u011f\u0131na g\u00f6re, \u0130slam \u00fclkeleri ve \u00fclkemiz ni\u00e7in onlar gibi ba\u011f\u0131ms\u0131z ve ba\u011flant\u0131s\u0131z politikalar izlemeyi denemesin.
